On December 7th and 8th, 2017, Vietnam Atomic Energy Institute (VINATOM) and the International Nuclear Energy Development of Japan Co., Ltd (JINED) co-organized the 8th Vietnam-Japan Forum on Research and Development of Human Resources for Nuclear Technologyat Nuclear Training Center, 140 Nguyen Tuan, Thanh Xuan, Hanoi.
On Vietnam side are 46 persons including Dr. NGUYEN Hao Quang, Vice – President of VINATOM and Director of Nuclear Training Center (NTC); Assoc. Prof. LE Thi Mai Huong, Vice President of Institute for Technology of Radioactive and Rare Elements (ITRRE), Assoc. Prof. PHAM Duc Khue, Vice President of Institute of Nuclear Science and Technology (INST), Dr. TRAN Minh Quynh, Vice Director of Hanoi Irradiation Center (HIC); Mr. VU Tien Ha, Director of Non-Destructive Evaluation Center (NDE); and others from VINATOM, VAEA, VARANS, INST, NDE, NTC, ITRRE.
On Japan side are 30 persons including Mr. Yoshito NAKAJIMA, Counsellor at Embassy of Japan; Prof. Masaki SAITO, Tokyo Institute of Technology; Dr. Tatsuya SUZUKI, Nagaoka University of Technology, Mr. Akihiro YAMAMOTO, Fukui Prefectural Government, Mr. Akio Takahashi, Japan Atomic Industrial Forum, Inc., Dr. Yasuhiro UEZU, Japan Atomic Energy Agency, Mr. Teruyuki YAMADA, The Federation of Electric Power Companies of Japan, Dr. Tadashi Inoue, Central Research Institute of Electric Power Industry (CRIEPI), and others from Mitsubishi, Hitachi, Toshiba, JICC and JINED.
Making speech at the opening ceremony, the representative of the Embassy of Japan, Mr. Yoshito NAKAJIMA said that the 7th Vietnam-Japan Forum was held shortly after the Vietnam National Assembly passed the resolution to stop the construction of the nuclear power plant. At that time, the cooperation in the field of atomic energy between Vietnam and Japan was set in a very difficult context. However, the two sides still maintain the cooperation so that the 8th forum could take place on the basis of trust built between the two sides. Mr. Yoshito NAKAJIMA also highly appreciated the efforts of the two sides and was looking forward to the development ofthis cooperation in the future.

On this occasion, Dr. Nguyen Hao Quang, Vice President of VINATOM welcomed the delegates attending this forum which focused on research on nuclear accidents and nuclear incident response plans. Japanese’s experiences innuclear accidentsin the past was supposed to be very useful to Vietnam. The 8th Forum was a good opportunity for Vietnam to learn and exchange the experiences that Japan had made in the Fukushima incident over the past time. He also hoped that the cooperation in research and human resources development for nuclear technology between the two countries is growing and deepening.

Focusing on the topics of Nuclear Emergency Response and Information Exchange about human resource development, 10 oral presentations by Vietnam, 14 oral presentations by Japan, and the discussion weredelivered with the attention of the experts from both sides, followed by active question and answer sessions with the audience.

The presentations by Vietnam delivered the reviewon national radiological and nuclear emergency response plan, national network for environmental radiation monitoring & warning and recent progresses, environmental radiation monitoring in nuclear and radiation emergency preparedness and response, possibility of use of radio-monitoring data provided by CTBTO in radioactive release incident of NPP, basic requirements for responding to a radiological/ nuclear emergency accident, participation of Vietnam in the convention on nuclear safety, modeling of atmospheric dispersion for radio nuclides released from Fukushima Daiichi nuclear accident to Southeast Asia and the topography of Vietnam, exposure evaluation in radiation therapy, radiation dose estimation from NPP accident using RASCAL code as assisting tool for emergency preparedness, enhancing Vietnam’s radiation and nuclear response capabilities.
Japanese speakers provided the presentations on current status of nuclear power plant in Japan, new framework for nuclear emergency preparedness and response (EPR) in Japan, nuclear emergency preparedness in JAPANESE UTILITY, “Fukushima Recovery Now” - environmental monitoring, risk communications and human resource develops, radiation monitoring technology: spectroscopy & visualization, development of Investigation robot under high radiation environment, crisis management in Fukui Prefectural Government and other issues related to nuclear emergency response.
In the discussion following the presentations, Vietnamese and Japanese experts have identified and shared the challenges and support planning on HRD programs in Vietnam.
Both organization chairmen from Vietnam and Japan (Dr. NGUYEN Hao Quang, Vice President of VINATOM and Dr. Tatsuya SUZUKI, Tokyo Institute of Technology, Nagaoka University of Technology) summed up the Forum evaluating it as a success.
Dr. Tran Minh Quynh, Deputy Director of the Hanoi Irradiation Center, introduced the irradiation area to participants in the Japanese side.
The Forum was held in a local area enabling Vietnamese participants to join the sessions throughout the period, which allowed concentrated discussion. After the Forum, the Japanese party was invited to visit Hanoi Irradiation Center (VINATOM).
